Rushden
and Wallington Parish Council Meeting
15th September 2014
Present:
Kate Heath (Chair), Chris Garrett, Linda Hill, Tony
Hunter (County Councillor), Steve Jarvis (District Councillor), Marian
Messenger (Clerk)
Apologies:
Sue Bradbury, Frank Randall
The
minutes of the Parish Council Meeting held on 19th May
2014 were read. One alteration was made – the addition of ‘and
Wallington’ to the title. The minutes were then agreed.
Matters
arising from the minutes:
Land
in Wallington
Search
results from the Highways Department seem to show that the layby is
maintained by the council. Tony Hunter will ask Highways to confirm
the situation. It was agreed that this confirmation is needed, in
writing, before any final decision is made. Once this decision
is finalised there may need to be an extra meeting to progress this issue.
Drains
Tony
Hunter gave an update. The council is running late with this work.
However, he confirmed that the work is in the system and will be
carried out in this financial year.
Chris
Garrett reported an extra problem to those already known. Dustcarts
have demolished retaining walls which hold up a bridge across the River Beane.
Tony will look into this and inform the PC members of
his findings.
Rushden
Village Noticeboard
A
quote had been obtained but it was not suitable. After some
discussion about the size and quality of the board required, Chris agreed
to get further quotes. Both Steve and Tony stated that money
could be made available from their budgets.
Adoption
of telephone boxes
It
was agreed to approve the agreement. The issue of what happens
if BT decide to disconnect the electricity supply needs to
be resolved. A replacement bulb is needed for Rushden box. Chris and
Linda agreed to pursue this. Wallington box needs painting.
Speed
Limit in Wallington
Nothing
has been done on this issue but it is still intended that a survey of
Wallington residents will be carried out.
Agenda
Items:
Footpath
22
The
residents of Kit’s Lane are concerned about the footpath which crosses
their front gardens. They may try to get the route diverted. Kate
has arranged a meeting between the residents and two people from the
Footpath Department to discuss the options.
District
Councillor’s Report:
Steve
reported that the Local Plan appears to be making progress again. House
numbers for Luton have not yet been resolved. There is to be a
consultation in December / January, then a formal draft will be
produced later in 2015
County
Councillor’s Report:
Tony
stated that salt will be freely available again this winter. He
also stated that work on the road from the A505 to Rushden is in the
Integrated Works Programme and will come out of the general
Highways Budget.
Any
Other Business:
Kate
pointed out that induction for the new Clerk needs to be arranged
with Sue as soon as possible. Kate will liaise with Marian about
this.
