Parish Council Meeting 23 September 2013

The Parish Council met on 23 September in attendance were Chris Garrett (Chairman), Linda Hill, Sue Bradbury, Frank Randall, Kate Heath, Wendy Kitchener (Clerk), and Tony Hunter (County Councillor).

The roads and drainage situation was confirmed as work being “in hand” after Chris and  Frank met with Terry Wilkinson from Highways.

Tony Hunter gave his report detailing the work to be done on the Baldock/Wallington/Rushden road. He expects the Rusden end to be the first area to be completed and at present he is lobbying hard to get the integrated works programme to programme in the other areas. Good news though on the potholes front recently the offending potholes in Wallington have been “patched”.

Herts County Council are looking at a 20MPH speed limit for Villages/Parishes who have concerns over speeding in their area. The possible implementation of this speed limit is to be discussed at HCC Scrutiny Committee at the beginning of October. HCC then will issue their proposals sometime after that date. In the meantime P.C. Nic Musto will be contacted by the Parish Council to see if he can provide speed checks for the area especially at Mill end.

Parish Council Meeting 9 July 2013

 The Parish Council met on 9 July, and the new clerk, Wendy Kitchener, came along to find out more about us prior to taking over officially at the start of August. Although she doesn’t live in either of our  villages, Wendy is already clerk to Hinxworth Parish Council and so has plenty of relevant experience.

There is a further public consultation on housing requirements underway, which puts forward some additional locations, a number of them around Baldock. Although the villages are not directly affected, some of the suggestions will have an impact on traffic volumes in our local towns and do therefore have relevance to all of us. The consultation ends on 2 August and details are available on the North Herts District Council website. Have a look and make your views known.

Our County Councillor, Tony Hunter, attended the meeting and is hoping to provide funding from his locality budget to repair the road between Redhill and Mill End. He also confirmed that other works in Wallington and Rushden are also in the pipeline, although these will take some time to arrange as they involve road closures, for which considerable notice has to be given.

RUSHDEN & WALLINGTON PARISH COUNCIL NEWS   

HIGHLIGHTS OF LAST MEETING - AGM 14 May 2013

We start the new Parish Council year with a new Chairman, Chris Garrett,  a new Parish Councillor, Kate Heath from Wallington, and a vacancy for a Parish Clerk – more on that later.

At the Annual General Meeting on 14 May, there was a “lively” discussion with our newly re-elected County Councillor Tony Hunter about potholes. He was going away to have something done about the potholes in The Street, Wallington. Let’s hope he has more success than the District Council, Parish Council and residents combined have had so far!

Tony Hunter also informed us that the County Council has gone out to tender for the provision of faster broadband service in the rural areas.

New recycling collection arrangements are due to be rolled out over the Summer. There will be kerbside plastic collections, but there will also be an extra wheelie bin to accommodate.

Paul Marina from the police joined us at our meeting, along with Nic Musto. Paul is retiring later this year and Nic will be taking his place. They are working alongside each other until Paul leaves, so there should be a smooth transition. Parish Clerk Vacancy

 After 10 years in the role, I have decided to step down as Parish Clerk and a replacement is sought.

The main elements of the role are:

·         Arrange regular meetings (approx 4 per annum plus the Annual Parish Meetings), prepare agenda and minutes.

·         Ensure that the Parish Council complies with the latest statutory requirements for local authorities.

·         Deal with correspondence on behalf of the Parish Council.

·         Be the Responsible Financial Officer (this is not as onerous as it sounds), keeping the accounts and dealing with audit matters

·         Administer the payroll for 1 person, namely the Clerk. The Clerk is not allowed to be self-employed.

 

In return for this, you will receive a salary.
